Principal
Alicia Monteith
Alicia is a land use planner and the Principal of Monterra Planning Consultants. With over a decade of experience in municipal and private‐sector planning, Alicia specializes in navigating complex policy frameworks and delivering tailored solutions for purpose‐built rental, mixed‐use, residential and infill development projects across Ontario.
Prior to founding Monterra in 2025, Alicia honed her expertise in the planning consulting industry, where she led multidisciplinary teams through Official Plan and Zoning By-law amendments, committee of adjustment approvals, site plan approvals, and committee and council presentations. And previous to that, Alicia worked in-house with a large high-rise developer in Waterloo Region, where she worked in a more client role being the board of director's representative overseeing their development projects and working closely with their architectural team and construction team.
Alicia partners with private developers, homeowners, non-profits, and municipalities to unlock resilient, inclusive, and innovative development outcomes. She is passionate about bridging policy, design, and market realities to create places that endure.
Alicia holds an Honours Bachelor of Environment, Planning (BES) from the University of Waterloo with a minor in Geography and Environmental Management. She is currently pursuing her Masters of Business Administration (MBA) at the DeGroot School of Business and is a Candidate Member of the Ontario Professional Planners Institute.

Sarah ashman
Sarah Ashman is a Planner with Monterra Planning Consultants, joining the firm in 2025. Sarah draws on her multidisciplinary background working in both the public and private sector at the intersection of planning, transportation, and urban design.
Sarahs incorporates her passion for planning, urban design, and all things public realm along with her professional and educational experiences into a variety of planning consulting services to both public and private sector clients.
Sarah holds an Honours of Bachelor of Environmental Planning and Design (BEDP) from Fanshawe College and is an associate member of the Canadian Association of Planning Technicians, on track to full membership. Her work has been recognized with awards in Urban and Environmental Design, and Landscape Architecture.
